  • About the Interspill Committee

    • Cedre

Cedre is a not-for-profit association created on 25th January 1979, as part of the measures taken in the aftermath of the Amoco Cadiz oil spill. Cedre’s vocation is to provide services and expertise to French or foreign authorities as well as to private organisations. Its mission covers both marine and inland waters, and involves several types of pollutants (oil, HNS, etc). Cedre is constantly building on its knowledge and developing tools to fulfil its various duties. Cedre has an original capacity of experiment and advanced analytical equipment to study the behaviour of potential pollutants and to assess the efficiency of response techniques and products. Such activities enable Cedre’s technical advisers and engineers to make operational recommendations within the drafting of contingency plans or training and exercises. More than 1000 people are trained every year by Cedre worldwide. Its facilities, which offer man-made beach and deep water basins, allow full scale simulation of real pollution. Cedre remains available 24/365 to offer, authorities and industry, technical and scientific assistance either remotely, within crisis command centres or in the field. Through its network, Cedre is able to contact many information centres all over the world to gather information on specific incidents, products and facilities involved and provides the requester with data related to pollutants, risks, sensitivity, response techniques, methods and resources to be used. And also some words about being a member of Interspill Committee from Melusine Gaillard:

“For Cedre, being a member of the Interspill Committee is the opportunity to be part of an international event based in Europe dedicated to accidental water pollution.

The organization of the scientific workshops, in collaboration with ITOPF allows us to enhance our network and to address themes on which we have a recognized expertise.”

    • EMSA (European Maritime Safety Agency)

The European Maritime Safety Agency (EMSA) is a decentralised agency of the European Union located in Lisbon, Portugal. Since 2002, EMSA has been offering technical assistance to the European Commission and EU member states in the development and implementation of EU legislation. EMSA also offers a range of services to help coastal states respond quickly and effectively to marine pollution from ships and oil and gas installations. These services include: a network of standby oil spill response vessels; an equipment assistance service for pollution response; a satellite-based oil spill monitoring and information service; and, a network of experts for chemical emergencies. EMSA’s services are available 24/7 to requesting parties across the EU, EFTA coastal states, EU candidate countries and neighbouring non-EU countries.
    • IMO (International Maritime Organisation)

IMO (International Maritime Organisation) A specialized agency of the United Nations, IMO is the global standard-setting authority for the safety, security and environmental performance of international shipping. Its main role is to create a regulatory framework for the shipping industry that is fair and effective, universally adopted and universally implemented.

    • The International Oil Pollution Compensation (IOPC) Funds

The International Oil Pollution Compensation (IOPC) Funds are delighted to continue to support Interspill as a member of the Committee organising the 2018 event and are very much looking forward to once again participating in Europe’s leading oil spill conference. The IOPC Funds are two intergovernmental organisations (the 1992 Fund and the Supplementary Fund) which provide compensation for oil pollution damage resulting from spills of persistent oil from tankers. Through the international liability and compensation regime, the cost of such incidents is shared between the shipowner and the oil receivers. Today, safer shipping means fewer incidents, however the risk of a major spill remains with some 2 billion tonnes of oil transported by sea every year. This risk has led to some 115 States opting to join the 1992 Fund and 31 of those opting to join the Supplementary Fund also.

It is vital for the IOPC Funds to increase awareness of the work of the organisation and the international liability and compensation regime in general. We are looking forward to welcoming visitors to the Funds’ exhibition stand to offer information about the organisation and meet directly with potential future claimants and other stakeholders. In addition Interspill 2018
will provide an excellent opportunity to bring the various stakeholders and global expertise together through the conference and we look forward to learning from one another over the course of this three-day event.

    • IPIECA

IPIECA is the global oil and gas industry association for environmental and social issues. We have been championing best practice in environmental and social performance for over 40 years.

IPIECA is the only global association involving both the upstream and downstream oil and gas industry. It is also the industry’s principal channel
of communication with the United Nations.

    • ITOPF (The International Tanker Owners Pollution Federation)

ITOPF (The International Tanker Owners Pollution Federation) is maintained as a not-for-profit organisation by the world’s shipowners and their insurers to provide 24/7 technical advice in the event of spills of oil, chemicals and other substances in the marine environment. Since its establishment in 1968, it has attended over 750 incidents in 100 countries, giving it unparalleled first-hand experience of the realities of combating marine spills. ITOPF shares its knowledge and experience at training assignments worldwide, advises on the preparation of contingency plans, and contributes to policy discussions and legal texts through its Observer status at the IMO and IOPC Funds. ITOPF is also a source of comprehensive information on marine pollution and supports research and development activities through its annual R&D Award. ITOPF values INTERSPILL as an excellent platform for government, industry and others within the spill community to meet, discuss and network. It’s an opportunity to share experiences and exchange views on current and future issues, and a useful vehicle for raising awareness of on-going activities and showcasing new technologies. ITOPF is pleased to be part of the INTERSPILL steering committee and to help shape the programme for 2018.

Norway is one of the few countries that has the privilege to benefit from full scale, offshore oil-on-water exercises organised annually by NOFO (Norwegian Clean Seas Association for Operating Companies).
This gives NOSCA’s members a unique knowledge base for testing, understanding and improving their products and oil spill preparedness in general.
